Sump pump running constantly? First decide which pattern you have
A pump that never shuts off, one that starts every few minutes, and one running steadily during a major storm are different reports. Observe water level and outdoor discharge from dry ground, then protect the house against overflow.

Constant can mean three things. The motor may run without stopping, it may shut off and restart so often that it sounds continuous, or it may run for long stretches only while rain or snowmelt is driving groundwater into the pit. Time the pattern before changing anything.
Water and electricity set the boundary. Ready.gov says not to touch electrical equipment if it is wet or while standing in water. A Liberty Pumps installation manual gives the same practical warning for pump plugs and wet hands. If the route to the sump, receptacle, panel, or shutoff is wet, stay out and call for emergency or qualified help.
The short answer
Stay on a dry route, listen and time the cycles, observe the pit from outside its opening, and check the visible discharge outlet from safe ground. Prepare for rising water by moving valuables higher and calling qualified pump, plumbing, or drainage service. Never enter the pit, touch wet electrical equipment, handle the plug with wet hands, or take apart a float, check valve, pump, or discharge connection.
Time the sound from a dry location
Start a note with weather, local alerts, the first time noticed, and several on and off times. Record whether the sound is a steady motor, repeated start and stop, hum, grinding, or water moving through pipe. Do not remove a sealed cover or lean over an open pit. A phone video from a dry standing point can capture the cycle for service.
Observe the water level without entering the pit
Use room lighting or a flashlight from outside the opening. Note whether the level falls while the motor runs, stays high, returns quickly after shutoff, or is already near overflow. Do not put a hand, tool, camera, or test object into the water. Floats and switches vary by model, and a visible position does not authorize adjustment. Never disconnect or bypass an alarm or float.
Check only the visible end of the discharge
From safe outdoor ground, look for water leaving the approved outlet, erosion, an outlet buried by debris or snow, a frozen-looking section, or discharge returning toward the foundation. Do not open a union, remove a check valve, strike frozen pipe, or redirect water onto a neighbor's property, sidewalk, septic area, or an unapproved drain. Local rules and the installed design control where discharge may go.
Protect the house while help is coming
Move people, pets, valuables, chemicals, and portable belongings away from the low area using a dry exit path. Ready.gov advises moving valuables to higher levels and considering a sump pump with a battery as flood preparation. A backup system is a planned installation, not something to improvise beside rising water. Follow evacuation orders, and never wade into floodwater to save property or reach electrical controls.
Match the response to the pattern
A never-off pump with a falling level may be facing sustained inflow; one running with no level change may not be moving water. Short cycling can involve water returning or a control or installation issue, but the check valve and float are service territory here. Storm-only operation still needs watching if the level keeps climbing. My opinion: the water level is the deciding clue, not how annoying the motor sounds. Call promptly when the pump cannot lower it, the outlet shows no flow, cycling continues after the storm, or any electrical or mechanical warning appears. Give the technician the model, times, weather, level changes, outlet observations, alarms, and photos.

- The pump stops, water returns or the level changes, and it restarts after a brief interval. Record actual on and off times rather than calling it constant.
- Storm-driven
- Long or frequent operation begins with heavy rain, snowmelt, saturated soil, or a local flood alert and eases as conditions change.
- Urgent
- Water nearing the top of the pit, water spreading across the floor, a failed high-water alarm, loss of power, no visible water movement, hot or burning odor, sparks, damaged cord, or unusual grinding.
