Low water pressure throughout the house? Map where it changed
Once weak flow is confirmed at every fixture, the useful question becomes where the change begins: one temperature path, the property plumbing, the private service, a well system, or the utility supply.

This guide starts after you have already ruled out one clogged faucet. If every shower, sink, and toilet refill changed, repeat single-fixture cleaning is the wrong project. The task is to place the change on the water route and give the right party a useful record.
Pressure standards and normal readings vary by utility, elevation, demand, plumbing design, and local code. A number copied from a product article cannot diagnose every house. Compare the home with its own prior behavior and the utility’s current reading instead.
The short answer
Confirm the problem at fixtures on different floors, compare hot with cold, ask a nearby neighbor and the utility about current work, then perform a no-use meter check if the meter is safely accessible. Do not adjust a pressure-reducing valve, municipal meter, well switch, pump, or pressure tank, and do not rely on one universal PSI cutoff.
Build a whole-house comparison
Test cold and hot separately at a lower-floor faucet, an upper-floor faucet, a shower, and a toilet refill. Run one fixture at a time, then repeat one paired-use condition such as a shower while a faucet runs. Record the time, which floor changes most, and whether outdoor fixtures share the symptom. If cold flow is normal but hot flow is weak, move the inquiry to the water-heating path rather than the whole supply.
Put the change on a timeline
Write down the last time flow felt normal and any plumbing repair, filter change, water-softener service, freezing weather, irrigation work, street work, or shutoff event since then. Sudden loss after a neighborhood repair is different evidence from a decline over months. Discolored water, a visible service leak, or a sudden near-total loss calls for prompt utility or plumbing help.
Compare the street before buying equipment
Ask one nearby neighbor on the same supply area whether their flow changed, and check the water utility’s outage or construction notices. The City of San Diego lists temporary main work, shared-meter demand, leaks, and a failed property regulator among possible causes. I would call the utility before pricing a booster pump; boosting an unexplained leak or private-plumbing fault is not a diagnosis.
Run a controlled meter leak check
If the utility permits customer reading and the meter can be viewed safely, turn off faucets and water-using appliances, pause irrigation, and make sure no one uses water. EPA WaterSense says to compare the meter before and after a two-hour no-use period; any change probably indicates a leak. Do not open utility-side fittings, force a buried valve, or enter a flooded, insect-filled, or otherwise unsafe meter box.
Keep the ownership boundaries clear
A plumber can evaluate the home’s shutoff, filters, treatment equipment, pressure-reducing valve, interior piping, and private service line. The utility evaluates its main, meter, current work, and neighborhood supply under local rules. A private well adds electrical controls, a pump, pressure tank, water quality, and stored pressure; leave those checks to a qualified well professional. Give whoever responds the fixture map, timeline, neighbor comparison, utility response, meter result, and visible leak evidence.
